LUMEN
Terms and conditions
Effective September 16, 2026
These terms describe the use of Lumen Light Reports, its website, and related reporting services. Lumen is operated by Julian Cousineau. Questions can be sent through Lumen support.
Using Lumen
Lumen helps authorized community teams document lighting observations and share reports. Use the service only for lawful purposes and with permission from the community whose information you access or change. Your organization determines who may inspect, edit inventory, receive reports, and authorize repairs.
For an app obtained through Apple, Apple’s Standard Licensed Application End User License Agreement governs the app license unless a separate applicable license is supplied through Apple. These service terms do not replace that agreement or rights that cannot lawfully be excluded. A separate written service agreement, if signed with your organization, controls any conflicting service terms.
Access and credentials
Keep community codes, inventory setup codes, and device credentials within the authorized team. Do not use another organization’s access or bypass access controls. Tell Lumen support when a device or credential may have been compromised. Access can be restricted or revoked to protect the service, comply with law, or address misuse.
Your information and content
You and your organization retain your rights in the information you provide. You give Lumen permission to store, process, display, synchronize, and deliver that information as needed to operate the service and provide support. You are responsible for having permission to submit photographs, notes, maps, and other material.
Do not upload malicious files, unlawful content, passwords, access codes, or personal information unnecessary for the inspection. Public reference inventory must not be used to store private incidents. Access to inspection records, public inventory, and report links is explained in the privacy policy.
Maps, identifiers, and observations
Map positions, pole numbers, community assignments, and compass guidance are reference information. They may contain errors or need field confirmation. GPS and imagery do not establish an exact surveyed position. Check the physical fixture and its identifier before taking action. Proposed map edits and numbering plans remain proposals until accepted and applied by the authorized administrator.
A report records an observation at a particular time. It does not establish ownership, continuous failure, a completed repair, or the cause of a problem. Lumen does not provide emergency response, electrical advice, or authorization to enter restricted property or work on equipment. Follow your organization’s safety and maintenance procedures.
Saving, synchronization, and delivery
Local saving, shared synchronization, and email submission are separate operations. Offline work stays on the device until synchronization succeeds. Check the displayed status before relying on another device to have the latest information. Preserve a backup before removing the app or clearing storage.
A successful submission indicates that the service has accepted or sent the report as described by its status. It does not guarantee that a recipient has read it, acted on it, or received it in their inbox rather than a filtered folder. Your organization remains responsible for following up on urgent issues and confirming required maintenance action.
Availability and security
We work to keep Lumen useful and reliable. Service can be interrupted by maintenance, software errors, device conditions, connectivity, or provider outages. We cannot guarantee uninterrupted access, complete accuracy, or that any device, network, attachment, or service will always be free of unauthorized access or harmful software.
To the extent permitted by applicable law, the service is provided as available without additional implied warranties. Nothing in these terms excludes a warranty, duty, remedy, or liability that the law does not allow to be excluded, or excuses deliberate misconduct. These terms are not a promise of immunity from a security incident.
Responsibility for losses
To the extent permitted by applicable law, neither Lumen nor a participating community is responsible to the other for indirect or consequential losses arising from ordinary use of the service, including lost profits or business interruption. This does not exclude liability for fraud, deliberate misconduct, gross negligence, or any liability that cannot lawfully be limited. Direct obligations, security responsibilities, insurance and any agreed liability limits should be addressed in a separate written agreement between Lumen and the community.
Third party services
Apple, hosting providers, map providers, and email providers operate under their own terms. Lumen does not control their availability or a recipient organization’s systems. Third party maps and software retain their respective licenses and attribution requirements.
Fees and service changes
Any paid community setup or service arrangement must be agreed separately. Sending an inquiry does not start a paid subscription. Features, supported devices, and service arrangements may change. We will communicate material changes through an appropriate service notice and honor applicable agreements and legal requirements.
Ending access and requesting help
You may stop using Lumen and unlink your device in Settings. Doing so does not delete community records, recipient copies, or backups. Use Lumen support for access, correction, deletion, security, or service questions. We may need to coordinate with the community administrator before changing its operational records.
About these terms
These terms are governed by Florida law to the extent consistent with mandatory protections that apply to you. If a provision cannot be enforced, the remaining provisions continue to apply. Updates will be posted with a revised effective date. A reference to a community does not imply its endorsement or transfer responsibility for its maintenance operations to Lumen.
